Work Experience:
2004-2025
TABS, Incorporated began aviation consulting in 2004. TABS Incorporated
provides specialized technical support, research, and expert witness
service for businesses involved in military, private and commercial
aviation. Areas of specialization center on air traffic control,
piloting, airport certification, obstruction analysis, airspace and procedures.
2006-2007 Performed professional piloting services for a Kansas City based corporation. Flight duties involved piloting and managing a twin-engine turboprop Commander 690 aircraft for corporate personnel to destinations throughout the United States.
1979-2010 Owner of TABS, Inc., an automation consulting firm that provided specialized services in the publishing industry. Areas of specialization centered on periodicals publishing, distribution, and circulation. Created and maintained specific database management software. Provided administrative automation technical support.
2003-2004 Advanced Management Technology Incorporated. National Airspace Redesign consultant and analyst. Prepared analyses and reports, including budgetary reports, on the progress of multiple airspace redesign projects for the Federal Aviation Administration.
1996-2002 Operations Supervisor, Kansas City ARTC Center. Includes experience as Traffic Management Supervisor (TMS). Managed day to day operation of the Rivers area within the Kansas City Air Route Traffic Control Center (ARTCC), including active air traffic control duties and currency. Collected and analyzed recorded radar data in order to prepare charts and analytical reports depicting aircraft flight tracks, including measuring distances courses, and altitudes. Coordinated with other areas within the center and other facilities to ensure continuous and smooth movement of air traffic. During this period also performed as Traffic Management Supervisor for the entire Center area, managing the flow of traffic throughout the center and interfacing within the National Airspace System.
1992-1996 Assistant Manager for Operations, Kansas City International Tower/Approach. Managed a team of seven operational supervisors and approximately sixty air traffic controllers at a busy Level IV Terminal ATC Operation, including the airspace and procedures personnel and the air traffic automation operation. Interfaced with users and local government officials, airport management, and regional and national air traffic management offices on operational issues on a daily basis. Major projects included involvement in the planning, constrtuction and implementation of a new Air Traffic Control Tower. Directed the reorganization of airspace and procedures.
1987-1992 Enroute Controller and Supervisor, Houston ARTC Center. Duties and responsibilities similar to those stated under Kansas City ARTC Center. Additionally, set up and directed a team to analyze and develop Microwave Landing System procedures and approaches for general aviation airports in the Houston ARTC Center airspace. Maintained currency in air traffic control duties at all times.
1985-1987 Quality Assurance Specialist at the Houston Approach Control/Tower, and member of Regional Evaluation Team. Central focus point for quality assurance for all Houston Air Traffic Control facilities, as well as liaison for six hub facilities in Louisiana and Texas. Member of Southwest Region Facility Evaluation Team, participating in evaluations for other ATC facilities in the five state region, including Team Lead duties. Collected and analyzed aircraft accident and incident data, including radar data, voice recordings, weather and other data, and prepared necessary reports. Maintained currency in air traffic control duties at all times.
1983-1985 Airspace Planning/Procedures Specialist, Houston Approach Control/Tower. Attended the Terminal Instrument Approach Procedures school at FAA Academy in Oklahoma City, Ok. Responsible for the review of existing procedures and the development of new procedures for all airports in the Houston Terminal area utilizing provisions of FAA directives. Provided direct support in the maintenance and development of Visual Flight Rules (VFR) procedures and Standard Instrument Approach Procedures (SIAP) and airspace configurations for all terminal facilities in the Houston HUB area, including portions of Louisiana and Texas. Maintained currency in air traffic control duties at all times.
1981-1983 Terminal Radar Cab Supervisor and Controller, Houston Hobby TRACAB. Level III Tower with delegated airspace. Both controller and supervisor at this busy airport handling aircraft on the airport, taking off and landing, including separation and sequencing services within the 5-mile terminal area using visual and radar procedures. Supervised the daily operation and a team of air traffic controllers. Maintained currency in air traffic control duties.
1977-1981 Terminal Radar Controller, Houston IAH Tower/TRACON, and additional temporary air traffic control towers. Worked as an air traffic controller in a busy Level V Terminal Radar Approach Control (TRACON) with accompanying Air Traffic Control Tower (ATCT). Directed and participated in numerous planning teams and projects involved in the air traffic operation and the accompanying airspace. Assisted in the opening of a new Air Traffic Control Tower at Hooks Airport in Houston, and trained new personnel at that facility.
1974-1977 Terminal Radar Certified Tower Controller, Houston Hobby TRACAB. Air Traffic Controller at this busy airport handling aircraft on the airport, taking off and landing, including separation and sequencing services within the 5-mile terminal area using visual and radar procedures.
1973-1974 Developmental Air Traffic Controller, Shreveport RAPCON CS/T, Barksdale Air Force Base, Louisiana. Initial training facility. Certified in all Airport Traffic Control Tower positions, including Combined Station/Tower Flight Service Position. Received limited training in approach control duties including ground controlled approaches to military aircraft.
1968-1971 US Army. Collect and analyze electronic intelligence related to various types of radar systems, as well as space operations. Radar Systems and Operations intensive training and instruction. Instructed courses to all service units on same for benefit of US Intelligence agencies. Other classified duties.
Education:
1971-1973 Associate of Science Degree, Aeronautical Science, San Jacinto College, Pasadena, Texas. Pilot ratings include: Commercial Pilot, Aircraft Single and Multiengine Land, Commercial Glider, Instrument Rating, Cessna Citation Type Rating, Certified Flight Instructor with Single, Multiengine and Instrument Ratings.
1973-2001 Numerous FAA courses and classes, including technical ATC courses in Terminal and Enroute Air Traffic Control, and Management Courses. Includes specific training in Flight Procedures Analysis, Traffic Flow Management, and Airspace Redesign. Air Traffic Control Ratings in the both the Terminal and Enroute Specialties, as well as a limited Flight Service certification.
1980-2006 Flight Safety Initial and Recurrent Training, AC-690 Turbine Aircraft. Cessna Citation Type Training and Certification. Pilot Physiological High Altitude Training at NASA, Houston, Texas and the FAA Civil Aeromedical Institute in Oklahoma City, Oklahoma.
